1932: A 20-foot round native timber tower with an L-4 observation cabin constructed.
July 1, 1965: "Umatilla Forest Supervisor, Wright T. Mallery reported that the contract to construct the Saddle Butte Road was awarded to O'Day Construction Co., Medford, Oregon on the low bid of $28,941.60. The area of construction is approximately 9 miles north of Troy.
The construction of the 1.6 miles of road is to provide access for the construction of the Saddle Butte Lookout. The lookout will provide much needed fire detection and serve as a radio communications hub for the area. The erection of this lookout will greatly enhance fire suppression on the Pomeroy Ranger district. The road will also be a benefit to general administration and recreational uses.
Four bids were submitted in connection with the contract." (Wallowa County Chiefain)

ON SADDLE BUTTE, IN THE EXTREME W EDGE OF THE COUNTY AND ABOUT 5
MILES N OF THE OREGON-WASHINGTON STATE LINE. THE POINT MAY BE
REACHED OVER COUNTY ROADS FROM DAYTON OR POMEROY TO SADDLE
SPRINGS, FROM WHICH POINT IT IS A 2.5 MILE PACK TO THE LOOKOUT.
